Job Purpose

The Chief Finance and Operations Officer (CFOO) is a strategic thought partner and key member of the leadership team. Reporting directly to the CEO, this role oversees finance, administration, employee benefits, risk management, IT, and facilities. Additionally, the CFOO leads Medicaid billing operations, supervising the Medicaid Billing Specialist, and ensures financial compliance with Indiana Medicaid and Managed Care Entities.

The CFOO also supervises the Office Manager and Medicaid Billing Specialist, ensuring operational excellence across administrative, billing, and distribution functions. This is a tremendous opportunity for a finance and operations leader to maximize internal capacity and strengthen a high-impact nonprofit organization.

Starting Salary: $95,000

  • Financial Management & Strategy

    • Oversee accounts, ledgers, and reporting systems in compliance with GAAP and nonprofit regulatory requirements.

    • Supervise timely and accurate payroll, accounts payable/receivable, and deposits.

    • Lead the annual budgeting and planning process with the CEO; monitor progress and provide monthly financial reports to the leadership team, Finance Committee, and Board.

    • Manage cash flow, forecasting, and organizational reserves to ensure financial stability.

    • Coordinate annual audit and Single Audit processes; serve as primary liaison with external auditors and the Finance Committee.

    • Ensure grant financial reporting and compliance, including federal and state funding streams.

    • Present clear, timely financial reports to the CEO, Board, and funders.

    Medicaid Billing Oversight

    • Supervise the Medicaid Billing Specialist, ensuring accurate and timely billing of home visiting, doula, and behavioral health services to Medicaid and MCEs.

    • Ensure compliance with IHCP billing policies, CPT/HCPCS coding requirements, and payer guidelines.

    • Oversee reconciliation of Medicaid payments, monitor claim denials, and implement corrective processes.

    • Maintain strong compliance with Medicaid billing audits and reporting requirements.

    Operations, Risk Management & Compliance

    • Manage employee benefits renewal, compliance, and reporting (health insurance, retirement plans, etc.).

    • Oversee organizational insurance policies, including liability, workers’ compensation, and property

    • Ensure facility management, lease agreements, and vendor relationships support efficient operations.

    • Oversee IT systems and vendor relationships; ensure security, efficiency, and reliability of organizational technology.

    • Maintain policies and procedures for financial and operational compliance.

    Leadership & Supervision

    • Supervise and support the Office Manager and Medicaid Billing Specialist.

    • Provide mentorship, performance oversight, and professional development opportunities to direct reports.

    • Bachelor’s degree in accounting, finance, or a related field.

    • Master’s degree or CPA preferred but not required.

    • Must have current valid Driver’s License

    • CPA designation or equivalent certification is highly desirable but not required.

    • 5+ years of progressive leadership experience in nonprofit finance and operations.

    • Strong knowledge of nonprofit accounting principles, GAAP, and compliance.

    • Experience with Medicaid billing and government-funded programs highly preferred.

    • Proven experience managing employee benefits, risk management, IT, and facilities.

    • Supervisory experience with multi-department teams.

    • Exceptional financial analysis and strategic planning skills.

    • Strong communication skills with the ability to explain financial data to non-financial audiences.

    • Proficiency with financial management software and Microsoft Office Suite.

    • High integrity and commitment to transparency, accountability, and mission impact.

    • Ability to lead teams in a fast-paced, adaptive nonprofit environment.
